The Commonwealth of Kentucky is a state located in the East Central United States of America. Kentucky is normally included in the group of Southern states (in particular the Upland South), but it is sometimes included, geographically and culturally, in the Midwest. Kentucky is one of four U.S. states to be officially known as a commonwealth. Originally a part of Virginia, in 1792 it became the 15th state to join the Union. Kentucky is the 37th largest state in terms of land area, and ranks 26th in population.
Kentucky is known as the "Bluegrass State", a nickname based on the fact that bluegrass is present in many of the lawns and pastures throughout the state. It is a land with diverse environments and abundant resources, including the world's longest cave system, the greatest length of navigable waterways and streams in the Lower 48 states, and the two largest man-made lakes east of the Mississippi River. It is also home to the highest per capita number of deer and turkey in the United States, and the nation's most productive coalfield. Kentucky is also known for thoroughbred horses, horse racing, bourbon distilleries, bluegrass music, automobile manufacturing, tobacco, and college basketball.

Kentucky is served by five major interstate highways (I-75, I-71, I-64, I-65, I-24), nine parkways, and three bypasses and spurs. The parkways were originally toll roads, but on November 22, 2006, Governor Ernie Fletcher ended the toll charges on the William H. Natcher Parkway and the Audubon Parkway, the last two parkways in Kentucky to charge tolls for access. The related toll booths have been demolished.
Ending the tolls some seven months ahead of schedule was generally agreed to have been a positive economic development for transportation in Kentucky. In June 2007, a law went into effect raising the speed limit on rural portions of Kentucky Interstates from 65 to 70 miles per hour.
Greyhound provides bus service to most major towns in the state.
The Kentucky Revised Statue 177.020(1) provides that the Department of Highways is responsible for the establishment and classification of a State Primary Road System which includes the state primary routes, interstate highways, parkways and toll roads, state secondary routes, rural secondary routes and supplemental roads. These routes are listed below.
First Time Drivers
If you wish to have your driver's license, then you will need to apply for a Kentucky learner’s permit which requires a written exam on traffic signs, motor vehicle laws and safe driving techniques.
When you receive a valid learner's permit, then you have to pass a road skill test and vision test to receive a Kentucky intermediate driver’s license.
Applicants under 18 must hold a learner’s permit for at least 180 days, and have to complete a New Driver Education Program, and log 60 hours of which must be 10 hours at night with supervising, before taking the road skills test.
Prepare for the Written Test
The Kentucky DMV requires that all applicants must pass a written exam on traffic signs, motor vehicle laws and safe driving techniques. If you fail the exam you have to take the test again and you will be charged with the re-examination fee also.
New Kentucky Residents
New residents with an out-of-state license must obtain a Kentucky driver's license within 30 days of their permanent residence in Kentucky. When leaving to the DMV office, be sure to take the license from your former state as you will be required to surrender it in order to obtain the new license.
There is no written exam or road skills testing required to change a valid out-of-state license to a KY driver's license, you may need to pass the vision test.
If your out-of-state license is expired more than one year, you must provide a current driving record or clearance letter from the state you are transferring from or you must pass the written exam and vision test.
Out-of-State permit holders transferring to Kentucky must transfer their permit and be issued a Kentucky permit before applying for a Kentucky Driver License.
International Drivers
All non U.S. citizens may drive in the U.S. on their valid foreign license and International Permit for up to one year from the date of admission into the U.S. provided their home country is part of the Geneva Compact. Drivers from non Geneva Compact countries must obtain a Kentucky license within 30 days of establishing residency in Kentucky.
Required Paperwork for your Drivers License
Before you leave to the Kentucky DMV Office, make sure you have all the required documents to get your driver's license/learner permit; where else photo copies are not acceptable.
For driver’s license:
- For full legal name and date of birth- Birth Certificate.
- For Social Security number- Social Security card (laminated cards not accepted).
- For proof of address- Utility bill, mortgage documents, rental agreements.
For learner permit:
- Identification and Proof of Age
- Proof of Social Security Number
- Proof of residence address
- Written consent of parent/guardian
- Payment for application fee
On the Road
The minimum age for an intermediate license is 16 years and 6 months old, and not allowed to drive between the hours of midnight to 6 AM. The licensee is not allowed to have more than one unrelated passenger under the age of 20.The minimum age for a full unrestricted license in Kentucky is 17 years old.
Once your licensing requirements have been met, then you will get an:
- Restricted Driver's License if 16 years to 17 years of age expires 90 days after the 21st birthday.
- Full Driver’s License if 18 years of age and older, which is valid for 4 years.

Do you need a Commercial Driver License in Kentucky?
CDL Endorsements are required for double/triple trailers, tanker vehicles, passenger vehicles and vehicles placarded for hazardous materials. If you live in Kentucky and drive a Class A, B or C commercial vehicle, you must have a Kentucky Commercial Driver License (CDL).
If you drive a commercial vehicle that falls into one of the following classifications, you must have a Kentucky Commercial Driver License.
Class A License - For any combination of vehicles with a gross vehicle weight rating (GVWR) of 26,001 pounds or more, provided the GVWR of the vehicle being towed is more than 10,000 pounds.
Class B License - Any straight truck with two or more axles and a GVWR of 260001 pounds or more; Any vehicle with two or more axles and a GVWR of 26,001 pounds or more, pulling a vehicle with a GVWR of 10,000 pounds or less; A single vehicle designed to transport 16 or more passengers, including the driver if the GVWR is 26,001 pounds or more.
Class C License - Any vehicle with a GVWR of less than 26,001 pounds transporting hazardous materials for which placarding is required. Any vehicle transporting 16 or more number of passengers, along with the driver for GVWR less than 26,001 pounds.
Kentucky CDL Skills Tests
If you pass the required knowledge tests you can take the CDL skills tests. You may schedule a road skills test with the Kentucky State Police 10 days after the permit has been issued.
Skills tests can be taken indefinitely as long as the CDL instruction permit is valid. If you do not successfully pass the road skills test by the expiration of your CDL instruction permit renewal, you will need to reapply. All fees and written tests will be required prior to a new permit being issued.
If you pass the required knowledge tests, you can then take the CDL skills tests. There are three types of general skills that will be tested:
- Pre-trip inspection,
- Basic vehicle control, and
- On-road driving.
You should take all these tests in the type of vehicle for which you wish to be licensed.
Pre-Trip Vehicle Inspection: You will be tested to see whether your vehicle is safe to drive. You will be asked to do a pre-trip inspection of your vehicle and explain to the examiner what you would inspect and why.
Basic Vehicle Control: You will be tested on your skill to control the vehicle. You will be asked to move your vehicle forward, backward, and turn it, etc, within a defined area. These areas will be marked with traffic lanes, cones, barriers, or something similar to it. The examiner will tell you how each control test is to be done.
On-road Test: You will be tested on your skill of how safely you can drive your vehicle in a variety of traffic situations. The situations may include left and right turns, intersections, railway crossings, curves, up and down grades, and single or multi-lane roads, streets, or highways. The examiner will tell you where to drive.
What are the other Requirements for a CDL?
Persons 18 to 21 may obtain a commercial driver's license, but will be restricted to drive in Georgia only. On or after the 21st birthday, the driver must go to the examination station and the Georgia Only restriction will be lifted.
The main physical requirements include:
- Good hearing,
- 20/40 vision with or without glasses or corrective lenses, and
- A 70-degree field of vision in each eye and drivers must not be colorblind.
What should you take to the Department Of Motor Vehicles?
Before you leave to the Kentucky DDL Office, make sure you have all the required documents to get your CDL:
- You must provide a valid DOT medical certificate and
- Complete an application at your local Circuit Court Clerk's office.
What should you pay?
CDL fees are as follows:
- CDL application: $24,
- CDL instruction permit: $11,
- Original CDL: up to $40,
- Adding endorsements or dropping restrictions: $5 for tanker, doubles/triples, and hazardous materials,
- The new license will cost $12, for a total of $17.

First Time Motorcycle Riders
Anyone who drives a motorcycle must have a Class M motorcycle license or motorcycle instruction permit, under Kentucky DMV guidelines.
To apply for a motorcycle permit, you must be at least the age of 18, or you must hold a valid operator license. Applicants for a motorcycle license permit who are under 18 years old, however, must have a parent or legal guardian who is willing to assume the responsibility imposed by KRS 186.590 to sign the application for a license. Also the applicant must have the motorcycle permit for at least once calendar month before a motorcycle license can be issued.
Kentucky will waive your skills test and issue you a license if you complete an approved basic motorcycle rider safety course. This course last from two to six weeks and includes
- Classroom instruction as well as
- Driver training in a controlled,off-street environment.
When you successfully complete the course, you will be eligible for your motorcycle driver's license without having to take your Indiana road test. Any person under the age of 18 should successfully complete the motorcycle rider education course before the class M license will be issued.
Prepare for the Motorcycle License Written Test
The Kentucky DMV requires that all applicants should pass
- A written exam on traffic signs,
- Motor vehicle laws, and
- Safe driving techniques.
If you fail the exam, you have to wait at least until the next day to take the test again and with the charge for re-examination fee.
Required Paperwork
Before you leave to the Kentucky DMV Office, make sure you have the required documents to get your motorcycle license; like
- Birth certificate issued in any state,
- Drivers license or instruction permit issued in another state,
- U.S. passport,
- U.S. military ID card i.e. like active duty, retired, or reserve,
- Colorado ID card,
- Social Security Number, if issued,
- Documents from a court of record,
- Marriage certificate,
- Parental Consent Form, which must be signed in the presence of a driver license examiner or notarized if parent or guardian will not be present.
On the Road
When your licensing requirements have been met, a Class M endorsement will be added to your driver's license. The safe operation of a motorcycle requires
- Practiced skill,
- Knowledge,
- A respectful understanding of the limitations imposed by the operator,
- The machine, and
- The environment.
