Maryland is a state located in the Mid Atlantic region of the United States, bordering Virginia and West Virginia to the south and west, Pennsylvania to the north, and Delaware to the east. Historically it was part of the Chesapeake Colonies where planters cultivated tobacco as a cash crop dependent on slave labor. It is comparable in size to the European country of Belgium. According to the U.S. Census Bureau, Maryland has the highest median household income of any state at $68,080 in 2007, overtaking New Jersey in 2006. It was the seventh state to ratify the United States Constitution and bears two nicknames, the Old Line State and the Free State. Its history as a border state has led it to exhibit characteristics of both the Northern and Southern regions of the United States. The sign used to mark Maryland's state highways. I-68 connects the western portions of the state to I-70 at the small town of Hancock. I-70 continues east to Baltimore, connecting Hagerstown and Frederick along the way. I-83 connects Baltimore to southern central Pennsylvania (Harrisburg and York, Pennsylvania). Maryland also has a portion of I-81 that runs through the state near Hagerstown. I-97, fully contained within Anne Arundel County and the shortest one- or two-digit Interstate highway outside of Hawaii, connects the Baltimore area to the Annapolis area. There are also several auxiliary Interstate highways in Maryland. Among them are two beltways encircling the major cities of the region: I-695, the McKeldin (Baltimore) Beltway, which encircles Baltimore; a portion of I-495, and the Capital Beltway, which encircles Washington, D.C. I-270, which connects the Frederick area with Northern Virginia and the District of Columbia through major suburbs to the northwest of Washington, is a major commuter route and is as wide as fourteen lanes at points. Both I-270 and the Capital Beltway are currently extremely congested; however, the ICC or Intercounty Connector, which began construction in November 2007, is hoped to alleviate some of the congestion over time. Construction of the ICC was a major part of the campaign platform of former Governor Robert Ehrlich, who was in office from 2003 until 2007, and of Governor Martin O'Malley, who succeeded him. The Chesapeake Bay Bridge, which connects Maryland's Eastern and Western Shores, is the most popular route for tourists to reach the resort town of Ocean City.Maryland also has a state highway system that contains routes numbered from 2 through 999, however most of the higher-numbered routes are either not signed or are relatively short. Major state highways include Routes 2 (Governor Ritchie Highway/Solomons Island Road), 4, 5, 32, 45 (York Road), 97 (Georgia Avenue), 100 (Paul T. Pitcher Memorial Highway), 210 (Indian Head Highway), 295 (Baltimore-Washington Parkway), 355, and 404.

Get your Driver's Permit
When you need your driver's license, then you will need to apply for a Maryland learner's permit which requires a written exam on traffic signs, motor vehicle laws and safe driving techniques.
When you receive a valid learner's permit, you will then need to pass a road skills test and vision test to receive a Maryland driver’s license.
Applicants under the age of 18 must hold a learner’s permit for 9 months, then completed a Maryland MVA licensed and approved standardized driver education course, and log 60 hours of which includes 10 hours at night under supervised driving time before taking the road skills test.
If you are under 21 years of age, you must hold a learners permit for 6 months and complete a minimum of 35 hours under supervised driving before taking the road skills test.
Prepare for the Written Knowledge Test
The Maryland MVA requires that all applicants must pass a written exam on traffic signs, motor vehicle laws and safe driving techniques. If you fail the exam, you must take the test again with the charge for re-examination fee.
New Maryland Residents
New residents with an out-of-state license must obtain a Maryland driver's license within 60 days of their permanent residence in Maryland. Be sure to take your the license from your former state as you will be required to surrender it in order to obtain the new license in MVA office.
There is no written exam or road skills testing required to change a valid out-of-state license to a Maryland driver's license, but you will need to pass the vision test.
If you are exchanging an out-of-state license that has been expired for one year, you are required to take the knowledge and skills tests in addition to the vision test. If licensed for less than 18 months, you will be issued a Maryland Provisional License.
International Drivers
If you are exchanging a valid foreign driver's license with an international driving permit, you are required to take the knowledge and skills tests in addition to the vision test. If you've never been licensed in the U.S., you must complete a 3-hour drug & alcohol awareness course. If you are from out-of-country, and have never held a license, you must obtain a learner's permit.
Required Paperwork
Before you leave to the Maryland DMV Office, make sure you have all the required documents to get your driver's license:
  • Maryland ID and Required Documents,
  • Learner's Permit School Attendance Certification Form,
  • Proof of Identity,
  • Proof of Age,
  • Proof of Maryland residence,
  • Signature of parent on application.
On the Road
When your licensing requirements have been met, you will receive your new:
  • Restricted Driver's License if 16 years and nine months to 18 years of age, which is valid for 5 years.
  • Full Driver's License if 18 years of age and older, which is valid for 5 years.

Do you need a Commercial Driver License in Maryland?
CDL Endorsements are required for double/triple trailers, tanker vehicles, passenger vehicles and vehicles placarded for hazardous materials. If you live in Maryland and drive a Class A, B or C commercial vehicle, you must have a Maryland Commercial Driver License (CDL).
To operate a commercial vehicle in one of the following classifications, you must have a Maryland CDL Endorsement.
Class A License - This classification applies only to combination vehicles with a Gross Combination Weight Rating (GCWR) exceeding 26,000 pounds provided the Gross Vehicle Weight Rating (GVWR) of the vehicle being towed exceeds 10,000 pounds.
Class B License - This class includes single or combination vehicles where the GVWR of the single vehicle exceeds 26,000 pounds. The vehicle in tow must not exceed 10,000 pounds.
Class C License – This class includes vehicles designed to transport 16 or more passengers, including the driver, and vehicles placarded for hazardous materials, that do not meet the criteria for Class A or B fall under this classification.
Maryland CDL Skills Tests
If you pass the required knowledge tests, you can then take the CDL skills tests. There are three types of general skills that will be tested:
  • Pre-trip inspection,
  • Basic vehicle control, and
  • On-road driving.
You should take all these tests in the type of vehicle for which you wish to be licensed.
Pre-Trip Vehicle Inspection: You will be tested to see whether your vehicle is safe to drive. You will be asked to do a pre-trip inspection of your vehicle and explain to the examiner what you would inspect and why.
Basic Vehicle Control: You will be tested on your skill to control the vehicle. You will be asked to move your vehicle forward, backward, and turn it, etc, within a defined area. These areas will be marked with traffic lanes, cones, barriers, or something similar to it. The examiner will tell you how each control test is to be done.
On-road Test: You will be tested on your skill of how safely you can drive your vehicle in a variety of traffic situations. The situations may include left and right turns, intersections, railway crossings, curves, up and down grades, and single or multi-lane roads, streets, or highways. The examiner will tell you where to drive.
What are few other Requirements for a CDL?
You must be 18 to obtain a learner's permit for a CDL Intrastate and 21 years of age for Interstate, and you must also have a full driver's license.
Federal Motor Carrier Safety Regulations require drivers to pass a physical examination once every 2 years. The main physical requirements include:
  • Good hearing,
  • 20/40 vision with or without glasses or corrective lenses, and
  • A 70-degree field of vision in each eye and drivers must not be colorblind.
What should you take to the Department Of Motor Vehicles?
To apply for a MD CDL license, make sure you have all the required documents. Bring your Maryland driver license,
  • Social security card, and
  • Valid U.S. Department of Transportation (DOT) physical card or federal/MVA waiver.

First Time Motorcycle Riders
Anyone who drives a motorcycle must have a Class M motorcycle license or motorcycle instruction permit, under Maryland DMV guidelines.
All applicants under the age of 18 and all new drivers, regardless of age, must have satisfactorily completed
  • An approved driver education course of not less than 30 hours of classroom instruction and
  • 6 hours behind-the-wheel driver training.
If the motorcycle license is the applicant's first license, then the applicant must complete the provisions outlined under the Graduated Licensing System. All applicants must pass the motorcycle knowledge test, a sign test and a vision screening. The final step is to pass the motorcycle skills test where you will demonstrate your competency in motorcycle operation.
An individual who satisfactorily completes the Basic Rider Course (BRC) or the Alternate Basic Rider Course (BRC II) will receive a Motorcycle Safety Program Completion Certificate. This certificate can be presented at any DMV full-service office for a Class M license. Anyone under the age of 18 must complete the Basic Rider course before applying for a motorcycle license. These courses last anywhere from two to six weeks and include classroom instruction as well as driver training in a controlled, off-street environment.
Prepare for the Motorcycle License Written Test
The Maryland DMV requires that all applicants should pass
  • A written exam on traffic signs,
  • Motor vehicle laws, and
  • Safe driving techniques.
If you fail the exam, you have to wait at least until the next day to take the test again and with the charge for re-examination fee.
Required Paperwork
Before you leave to the Maryland DMV Office, make sure you have the required documents to get your motorcycle license; like
  • Birth certificate issued in any state,
  • Drivers license or instruction permit issued in another state,
  • U.S. passport,
  • U.S. military ID card i.e. like active duty, retired, or reserve,
  • Colorado ID card,
  • Social Security Number, if issued,
  • Documents from a court of record,
  • Marriage certificate,
  • Parental Consent Form, which must be signed in the presence of a driver license examiner or notarized if parent or guardian will not be present.
On the Road
When your licensing requirements have been met, a Class M endorsement will be added to your driver's license. The safe operation of a motorcycle requires
  • Practiced skill,
  • Knowledge,
  • A respectful understanding of the limitations imposed by the operator,
  • The machine, and
  • The environment.
