Minnesota is a state in the Midwestern region of the United States. The twelfth largest state by area in the U.S., it is the twenty-first most populous, with just over five million residents. Minnesota was carved out of the eastern half of the Minnesota Territory and admitted to the Union as the thirty-second state on May 11, 1858. The state is known as the "Land of 10,000 Lakes". Those lakes and rivers that gave the state its name, and its forests, parks, and wilderness areas offer residents and tourists a variety of outdoor recreational opportunities.
Transportation in Minnesota is overseen by the Minnesota Department of Transportation. Principal transportation corridors radiate from the Minneapolis-St. Paul metropolitan area and Duluth. The major Interstate highways are I-35, I-90, and I-94, with I-35 and I-94 passing through the Minneapolis-St. Paul metropolitan area, and I-90 going east-west along the southern edge of the state. In 2006, a constitutional amendment was passed that required sales and use taxes on motor vehicles to fund transportation, with at least 40% dedicated to public transit. There are nearly two dozen rail corridors in Minnesota, most of which go through Minneapolis-St. Paul or Duluth. There is water transportation along the Mississippi River system and from the ports of Lake Superior.
A Hiawatha Line vehicle in MinneapolisMinnesota's principal airport is Minneapolis-St. Paul International Airport (MSP), the headquarters and major passenger and freight hub for Northwest Airlines and Sun Country Airlines. Most other domestic carriers serve the airport. Large commercial jet service is provided at Duluth and Rochester, with scheduled commuter service to six smaller cities via Northwest Airlines subsidiary Mesaba Airlines.
Amtrak's daily Empire Builder (Chicago-Seattle) train runs through Minnesota, calling at Midway Station in St. Paul and five other stations. Intercity bus service is provided by Greyhound, Jefferson Lines, and Coach USA. Local public transit is provided by bus networks in the larger cities and by the Hiawatha Line electrified light rail service linking downtown Minneapolis with the Airport and Bloomington.
Get your Driver's Permit
If this was your first driver's license, you will need to apply for a Minnesota learner’s permit which requires a written exam on traffic signs, motor vehicle laws and safe driving techniques.
When you receive a valid learner’s permit, you will then need to pass a road skills test and vision test to receive an MN provisional driver’s license.
Applicants under the age of 18 must hold a learner’s permit for 6 months, completed driver’s education, and log 30 hours which includes10 hours at night under supervised driving time before taking the road skills test.
Prepare for the Written Knowledge Test
The Minnesota DPS requires that all applicants must pass a written exam on traffic signs, motor vehicle laws and safe driving techniques. If you fail two consecutive knowledge tests, then you will be charged a fee of $10 to take a third test and any subsequent knowledge test.
New Minnesota Residents
New residents with an out-of-state license must obtain a Minnesota driver's within 60 days of establishing a permanent residence in Minnesota. Be sure to take your license from your former state as you will be required to surrender it in order to obtain the new license in DMV office.
There is no road skills testing required to change a valid out-of-state license to an Minnesota driver's license, but you will need to pass the written exam and vision test. If your license has been expired for more than one year, you must also pass a road test.
International Drivers
If you are converting a license from a country other than Canada, you must take the written and road test along with the eye test.
Required Paperwork
Before you leave to the Minnesota DMV Office, make sure you have all the required documents to get your driver's license:
- Minnesota ID and Required Documents,
- Identification and Proof of Age,
- Signature of parent on application,
- Social Security Number,
- Proof of completed driver education classroom course,
- Proof of enrollment in behind-the-wheel instruction,
- Payment for application fee.
On the Road
The minimum age for a provisional license is 16 years old, and not allowed to drive between the hours of midnight to 5 AM. For the first 6 months, the licensee is restricted to 1 passenger under the age of 20. For the second 6 months, the licensee may carry no more than 3 passengers younger than 20.
When your licensing requirements have all been met, you will receive your new:
- Restricted Driver's License if 16 to 18 years of age, which is valid for 2 years.
- Full Driver’s License if 18 to 21 years of age, which expires on 21st birthday.
- Full Driver’s License if 21years of age and older, which is valid for 4 years.

Do you need a Commercial Driver License in Minnesota?
CDL Endorsements are required for double/triple trailers, tanker vehicles, passenger vehicles and vehicles placarded for hazardous materials. If you live in Minnesota and drive a Class A, B or C commercial vehicle, you must have a Minnesota Commercial Driver License (CDL).
To operate a commercial vehicle in one of the following classifications, you must have a Minnesota CDL Endorsement.
Class A License - This classification applies only to combination vehicles with a Gross Combination Weight Rating (GCWR) exceeding 26,000 pounds provided the Gross Vehicle Weight Rating (GVWR) of the vehicle being towed exceeds 10,000 pounds.
Class B License - This class includes single or combination vehicles where the GVWR of the single vehicle exceeds 26,000 pounds. The vehicle in tow must not exceed 10,000 pounds.
Class C License- This class includes vehicles designed to transport 16 or more passengers, including the driver, and vehicles placarded for hazardous materials, that do not meet the criteria for Class A or B fall under this classification.
Minnesota CDL Skills Tests
If you pass the required knowledge tests, you can then take the CDL skills tests. There are three types of general skills that will be tested:
- Pre-trip inspection,
- Basic vehicle control, and
- On-road driving.
You should take all these tests in the type of vehicle for which you wish to be licensed.
Pre-Trip Vehicle Inspection: You will be tested to see whether your vehicle is safe to drive. You will be asked to do a pre-trip inspection of your vehicle and explain to the examiner what you would inspect and why.
Basic Vehicle Control: You will be tested on your skill to control the vehicle. You will be asked to move your vehicle forward, backward, and turn it, etc, within a defined area. These areas will be marked with traffic lanes, cones, barriers, or something similar to it. The examiner will tell you how each control test is to be done.
On-road Test: You will be tested on your skill of how safely you can drive your vehicle in a variety of traffic situations. The situations may include left and right turns, intersections, railway crossings, curves, up and down grades, and single or multi-lane roads, streets, or highways. The examiner will tell you where to drive.
What are few other Requirements for a CDL?
You must be at least 18 years of age to apply for a CDL for intrastate, within Minnesota driving and at least 21 years of age to apply for a CDL for interstate driving.
Federal Motor Carrier Safety Regulations require drivers to pass a physical examination once every 2 years. The main physical requirements include:
- Good hearing,
- 20/40 vision with or without glasses or corrective lenses, and
- A 70-degree field of vision in each eye and drivers must not be colorblind.
What should you take to the Department Of Motor Vehicles?
Take your
- Current driver license,
- Department of Transportation Physical Examination Form, and
- Your social security card.

First Time Motorcycle Riders
Anyone who drives a motorcycle must have a Class M motorcycle license or motorcycle instruction permit, under Minnesota DMV guidelines. A valid Minnesota driver's license is required to obtain a motorcycle instruction permit.
All applicants must pass a knowledge test at a driver examination station in order to qualify for a motorcycle instruction permit. If you are under 18 years old, you must present a certificate of course completion from an approved motorcycle rider training program.
Prepare for the Motorcycle License Written Test
The Minnesota DMV requires that all applicants should pass a
- Written exam on traffic signs,
- Motor vehicle laws and
- Safe driving techniques.
If you fail the exam, you must wait at least until the next day to take the test again and charge a re-examination fee.
Required Paperwork
Before you leave to the Minnesota DMV Office, make sure you have the required documents to get your motorcycle license, like:
- Birth certificate issued in any state
- Driver’s license or instruction permit issued in another state
- U.S. passport
- U.S. military ID card i.e. even if it is active duty, retired, reserve,
- Arizona ID card,
- Social Security Number, if issued,
- Documents from a court of record,
- Marriage certificate,
- Parental Consent Form, which must be signed in the presence of a driver license examiner or notarized if parent or guardian will not be present.
On the Road
When your licensing requirements have been met, a Class M endorsement will be added to your driver's license. The safe operation of a motorcycle requires
- Practiced skill,
- Knowledge,
- Respectful understanding of the limitations imposed by the operator,
- The machine,
- The environment.
