The Commonwealth of Pennsylvania often colloquially referred to as PA (its postal abbreviation which succeeds the archaic Penn. and Penna. as common abbreviations) by natives and Northeasterners, is a state located in the Northeastern and Middle Atlantic regions of the United States. The state borders Delaware and Maryland to the south, West Virginia to the southwest, Ohio to the west, New York and Canada to the north, and New Jersey to the east. Pennsylvania has been known as the Keystone State since 1802,based in part upon its central location among the original Thirteen Colonies forming the United States. It was also a keystone state economically, having both the industry common to the North, making such wares as Conestoga wagons and rifles, and the agriculture common to the South, producing feed, fiber, food, and tobacco. Transportation There are 69 railroads in the state and 5,100 miles (8,200 km) of railways which is 5th in the nation. There are 134 public-use airports and 6 international airports. The port of Pittsburgh is the 2nd largest inland port in the United States. There are 120,000 miles (190,000 km) of highways in the state.

Get your Driver's Permit
You must be at least 16 years of age to apply for a Pennsylvania Junior Drivers License, and if this is your first driver’s license or your out-of-state driver’s license has been expired for more than six months, then you will need to apply for a Pennsylvania learners permit which requires a written exam on traffic signs, motor vehicle laws and safe driving techniques.
When you receive a valid learner’s permit, you will then need to pass a road skills test to receive a Pennsylvania driver’s license.
Applicants under the age of 18 must hold a learner’s permit for 6 months and must present a certificate of completion for the required 65 hours of supervised driving time before taking the road skills test.
Prepare for the Written Knowledge Test
The Pennsylvania DMV requires that all applicants must pass a written exam on traffic signs, motor vehicle laws and safe driving techniques. If you fail the exam, you must take the test again with the charge of re-examination fee.
New Pennsylvania Residents
New residents of Pennsylvania who hold a valid driver's license from another state in the United States must get a Pennsylvania Driver's License within 60 days after getting into Pennsylvania and surrender their out-of-state driver's license and/or ID card.
There is no written exam or road skills testing required to change a valid out-of-state license to a Pennsylvania driver's license, but you will need to pass the vision test. Out of state learner's permits cannot be transferred to Pennsylvania.
If your out-of-state driver's license has expired for more than six months, you will be required to apply for a Pennsylvania learners permit and pass all required tests to receive a driver's license.
International Drivers
Pennsylvania always honors a valid foreign driver's license with an international driving permit for a period of one year. When your foreign license expires, you must apply for a Pennsylvania learners permit and should pass all required tests to receive a driver's license.
Required Paperwork
Before you leave to the Pennsylvania DMV Office, make sure you have all the required documents to get your driver's license/learner’s permit:
  • Pennsylvania ID and Required Documents,
  • Your completed Non-Commercial Learner's Permit Application (DL-180),
  • Your health care provider must complete the back of the non-commercial learner's permit application,
  • Proof of date of birth and identification,
  • Your social security card,
  • Your check or money order made payable to Pennsylvania Department of Transportation (PennDOT) the correct amount.
On the Road
Before applying for a junior license, the driver must be at least 16 years and 6 months old, and allowed to drive between the hours of 11 PM to 5 AM.
When all your licensing requirements have been met, then you will receive your new:
  • Restricted License if 16 to 17 years of age, which is valid for 4 years.
  • Full driver's license if 18 and older, which is valid for 4 years

Do you need a Commercial Driver License in Pennsylvania?
CDL Endorsements are required for double/triple trailers, tanker vehicles, passenger vehicles and vehicles placarded for hazardous materials. If you live in Pennsylvania and drive a Class A, B or C commercial vehicle, you must have a Pennsylvania Commercial Driver License (CDL).
To operate a commercial vehicle in one of the following classifications, you must have a Pennsylvania CDL Endorsement.
Class A License - This classification applies only to combination vehicles with a Gross Combination Weight Rating (GCWR) exceeding 26,000 pounds provided the Gross Vehicle Weight Rating (GVWR) of the vehicle being towed exceeds 10,000 pounds. The holder of a Class A license, which includes any appropriate endorsements, may operate all vehicles included in Class B, C, and D.
Class B License - This class includes single or combination vehicles where the GVWR of the single vehicle exceeds 26,000 pounds. The vehicle in tow must not exceed 10,000 pounds. Class B licensees, with appropriate endorsements, may drive all vehicles in Class C or D.
Class C License – This class includes vehicles designed to transport 16 or more passengers, including the driver, and vehicles placarded for hazardous materials, that do not meet the criteria for Class A or B above fall under this classification and may drive all vehicles in Class D.
About the CDL Knowledge Test
You will have to take one or more knowledge tests, depending on what class of license and what endorsements you need. All CDL applicants must take the general knowledge test.
As each knowledge test is passed, you will be issued a learner's permit, which allows you to begin practicing the driving skills. You must hold the commercial learner's permit for at least 15 days for the class of vehicle you intend to drive before the skills test can be taken.
Pennsylvania CDL Skills Tests
If you pass the required knowledge tests, you can then take the CDL skills tests. There are three types of general skills that will be tested:
  • Pre-trip inspection,
  • Basic vehicle control, and
  • On-road driving.
These tests will take up to ninety minutes. You will need to provide a vehicle appropriate to the class of license you apply for, including a bus, designed to carry 16 or more persons including the driver if applying for a passenger endorsement.
Pre-Trip Vehicle Inspection: You will be tested to see whether your vehicle is safe to drive. You will be asked to do a pre-trip inspection of your vehicle and explain to the examiner what you would inspect and why.
Basic Vehicle Control: You will be tested on your skill to control the vehicle. You will be asked to move your vehicle forward, backward, and turn it, etc, within a defined area. These areas will be marked with traffic lanes, cones, barriers, or something similar to it. The examiner will tell you how each control test is to be done.
On-road Test: You will be tested on your skill of how safely you can drive your vehicle in a variety of traffic situations. The situations may include left and right turns, intersections, railway crossings, curves, up and down grades, and single or multi-lane roads, streets, or highways. The examiner will tell you where to drive.
If you pass the road test, the license examiner will give you a temporary CDL that is valid for 10 days. You are allowed to pick up your CDL, five to seven days after the day of your road test.
What are few other Requirements for a CDL?
Federal Motor Carrier Safety Regulations require drivers to pass a physical examination once every 2 years. The main physical requirements include:
  • Good hearing,
  • 20/40 vision with or without glasses or corrective lenses, and
  • A 70-degree field of vision in each eye and drivers must not be colorblind.
What should you take to the Department Of Motor Vehicles?
  • Completed application,
  • Valid Pennsylvania Driver's License,
  • Proof of identity and residency,
  • Social Security card,
  • If your name has change due to marriage, divorce or court order, take your original documents to a Driver License Center showing the change.
  • A check or money order made payable to PennDOT for the appropriate fees, cash is not accepted at the Driver's License Centers,
  • Pennsylvania ID and Required Documents.
What fees should you pay?
CDL fees are as follows:
  • Initial Permit and Four-Year License without Hazmat, assumes 1 permit-$74.50,
  • Initial Permit and Two-Year License without Hazmat, age 65+/assumes 1 permit -$44.00,
  • Initial Permit and Four-Year License with Hazmat, assumes 2 permits- $89.50,
  • Initial Permit and Two-Year License with Hazmat, age 65+/assumes 2 permits- $59.00.

First Time Motorcycle Riders
Anyone who drives a motorcycle must have a Class M motorcycle license or motorcycle instruction permit, under Pennsylvania DMV guidelines. A Class M permit allows you to drive only between sunrise and sunset. Class M learners cannot carry any passengers other than a properly licensed instructor. To earn your license, you must pass a knowledge test and an on-cycle skill test.
Knowledge test questions are based on information, practices, and ideas from the motorcycle operator manual. They require that you know and understand road rules and safe riding practices. An on-cycle skills test will either be conducted in an actual traffic environment or in a controlled, off-street area. If you are under the age of 18, you must hold the permit for at least 6 months and have 65 hours of supervised riding before taking your skills test. In addition to it, as of Aug. 31, 2012, you must take and successfully complete a Pennsylvania Motorcycle Safety Program Basic Rider Course before you can receive your motorcycle license.
Pennsylvania will waive your skills test and issue you a license if you complete an approved basic motorcycle rider safety course. This course last from two to six weeks and includes,
  • Classroom instruction as well as
  • Driver training in a controlled,off-street environment.
When you successfully complete the course, you will be eligible for your motorcycle driver's license without having to take your Pennsylvania road test.
Prepare for the Motorcycle License Written Test
The Pennsylvania DMV requires that all applicants should pass
  • A written exam on traffic signs,
  • Motor vehicle laws, and
  • Safe driving techniques.
If you fail the exam, you have to wait at least until the next day to take the test again and with the charge for re-examination fee.
Required Paperwork
Before you leave to the Pennsylvania DMV Office, make sure you have the required documents to get your motorcycle license; like
  • Birth certificate issued in any state,
  • Drivers license or instruction permit issued in another state,
  • U.S. passport,
  • U.S. military ID card i.e. like active duty, retired, or reserve,
  • Colorado ID card,
  • Social Security Number, if issued,
  • Documents from a court of record,
  • Marriage certificate,
  • Parental Consent Form, which must be signed in the presence of a driver license examiner or notarized if parent or guardian will not be present.
On the Road
When your licensing requirements have been met, a Class M endorsement will be added to your driver's license. The safe operation of a motorcycle requires
  • Practiced skill,
  • Knowledge,
  • A respectful understanding of the limitations imposed by the operator,
  • The machine, and
  • The environment.
